Plan Consultants

Because the duration of the CNS/ATM Implementation Plan will last for ten years, and because R.O.C. lacks the basic technological capabilities in satellite navigation, data link communications, and air traffic management system, in order to effectively execute a plan of such large scale investment and to minimize risks, CAA has  recruited an experienced consultancy company that possesses professional CNS/ATM technology and program management capabilities associated with managing large-scale system procurement to help CAA in implementing the various systems in the CNS/ATM Plan.  In October 2003, the MITRE Corporation of the United States was awarded a consultancy contract for the CNS/ATM Plan. The MITRE Consultancy Team consists of members from the MITRE Corporation of the United States, New Zealand Airways International Corporation, the Industry Technology Research Institute (ITRI), and the National Cheng Kung University (NCKU), with 18 members working on-site at CAA to provide services.

To ensure smooth execution of the CNS/ATM Plan, the CAA selected a legal advisor separately to assist in legal matters associated with the implementation of the various systems, contract specifications, handling of contract disputes, etc. In November 2003, the Formosa Transnation Attorney At Law wins the contract as the legal consultant.
