Plan Goal:
The ultimate goal of this program is to implement systems and operational procedures that will satisfy all air traffic services needs to the year 2025, in accordance with the need of this region and ICAO’s CNS/ATM concept. This will also secure Taipei FIR’s position in the international civil aviation community. The major contents of this Plan are as follows:
1. Communications
The future communications system will migrate from the conventional analog Air-Ground (A/G) communications system to digital Air-Ground Voice and Data Link communications systems; and the current Ground-Ground (G/G) communications systems will be combined and integrated into a digital communication network infrastructure. In short, Data Link communications will replace most traditional voice communications, and Satellite Communications (SATCOM) will be used instead of oceanic High Frequency (HF) communications.
2. Navigation
ATS will evolve from using conventional ground-based navigation systems to Global Navigation Satellite System (GNSS) technology, providing en-route navigation and precision or non-precision approach capabilities, and promoting flight efficiency and safety.
3. Surveillance
The future surveillance system will integrate traditional radar with Automatic Dependent Surveillance (ADS) and Wide Area Multilateration (WAM). The ground stations for these systems transmit surveillance data to the ATM system for processing and displaying of surveillance information to the controllers.
4. Air Traffic Management
To achieve its ATM goals, the CAA will implement the new ATM System (ATMS), consolidate its ATC units, restructure the airspace, and install the ATMS in new consolidated facilities in the North and South ATS Parks. The new ATMS will meet the requirements of the restructured airspace; the consolidation of ATC units and the new facilities is needed to reap the benefits that the ATMS is capable of providing, and to better manage the newly-structured airspace. These new ATM plans will conform to an ICAO-recommended implementation schedule and will be compatible with developments in adjacent FIRs. The new system will further enable the CAA to adjust to relevant developments and events in the adjacent FIRs.
Plan Duration:
The implementation plan starts from the year of 2003 to 2011. The communications sub-plan is executed from 2003 to 2100, the navigations sub-plan starts from 2005 to 2009, the surveillance sub-plan starts from 2008 to 2009, and the air traffic management sub-plan starts from 2004 to 2011, as shown in Figure1.
