Air Navigation and Weather Services (ANWS) has 19 first-class Units in total subordinated to the Technical Staffs, Equipment Maintenance, Aeronautical Meteorology, Flight Information, Aeronautical Telecommunication, Air Traffic Control and Technology & Administration respectively.

headlineTechnical Staffs (2)
 There are two types of technical staff in ANWS:Engineering Branch and Air Traffic Service Management Office. Interaction and communication are extremely crucial between the staff units and the operation units; an elevated efficiency achieved by job-allocation & cooperation and close coordination amongst the units leads to a secured flight safety.
lineEngineering Branch
 Engineering Branch is the former Technology Office and the staff unit for Air Navigation Electronics Technology to ANWS responsible for the services of ANWS’s air navigation electronic facilities and equipment (aeronautical communication, aeronautical meteorology, navigation aids, radars, automation system, power and aerodrome lighting, etc.) including repair & maintenance, replacement, installation, test, oversight of repair & maintenance, research & development, plan the requirement of outsourcing repair & maintenance, review of specification, etc. Engineering Branch has the following Sections subordinated:Power Section, Navigation Aids Section, Radar / Information Section, Communication / Meteorology Section, Planning Section and Aviation Facilities Section.
lineAir Traffic Service Management Office
 Responsible for the missions of planning, suggestion, assessing and research & development pertaining to the services of air traffic control, aeronautical meteorology, flight information and aeronautical telecommunication, etc. Also responsible for monitoring each Air Traffic Control Unit for conforming to ratified policy, standard and operational procedure, ensuring flight safety and quality of service.

headlineEquipment Maintenance(5)
 A good or bad aeronautical electronic facility is closely correlated to the service of air traffic control. Communication between the pilot and the air traffic controller cannot be achieved without the ground-air telecommunication equipment and leave the task of air traffic control undoable. Air traffic controller is able to provide a precision approach procedure provided that the airport is equipped with instrumental landing system so that aircrafts can land at airport even when encountered a lower visibility.

The former Computer Center, in charge of:
 Planning, design, management, monitoring, maintenance and propositions for the information system pertaining to the flight information, air traffic control, aeronautical telecommunication, aeronautical meteorology, administrative management, etc.
 Supervision and instruction, assessment and management for every information system that demands outsourcing service.
 Planning, installation, management and maintenance for the hardware of computer, networking equipment and network system, etc.
lineTaipei Aviation Facilities Sector

Responsible for:
 Planning, installation and maintenance for all navigation aids and aeronautical electronic facilities, such as navigation aids, telecommunication, meteorology, power and lighting, etc., at the airports in northern part of Taiwan above Taoyuan including (Taiwan Taoyuan International airport excluded) Songshan airport, Kinmen airport, Nangan airport, Beigan airport, etc.
 Planning, installation and maintenance for all of the navigation aids and air navigation electronic facilities at Sian-An Communication Site, Linkou NAVAIDS Site, San-Diao-Jiao Radar Station, Ta-Tuen-San NAVAIDS Site, etc.

lineTaoyuan Aviation Facilities Sector

Responsible for:
 Installation and maintenance for all navigation aids and aeronautical electronic facilities, such as navigation aids, radars, telecommunication, meteorology, power and lighting, etc., at Taiwan Taoyuan International airport, Cingcyuangang NAVAIDS Site, and Houlong NAVAIDS site, etc.
  Equipment maintenance and administrative support for every operating unit located in western part of Taiwan above Taichung northbound and below Linkou southbound including Taipei Approach directly subordinated to ANWS, Taichung Approach, Taoyuan Weather Station, Taoyuan Flight Information Station, etc.

 Planning, installation and maintenance for the facilities of Communication, Meteorology, NAVAIDS, Power and Radars in eastern areas of Taiwan (including Hualien area, Green Island area and Lanyu area).

headlineAeronautical Meteorology(1)
 Taipei Flight Information Region has been established the Taipei Aeronautical Meteorological Center (TAMC) to integrally take care of the service of civil aeronautical meteorology. According to the technical rules and operating procedures of international aeronautical meteorology, TAMC takes charge of the provision of weather observation and forecast, weather watch and warning for the en-route and civil aerodromes in Taipei Flight Information Region, establish and maintain the Aeronautical Meteorological Service Page(AMSP), also the contact with domestic and foreign aeronautical meteorology organizations and the exchange of meteorological information with international airports. Its major scope of business covers weather forecast, analysis of meteorological diagram, weather watch and services.
There are weathermen stationed at Taipei/Songshan, Taipei/Taiwan Taoyuan, Kaohsiung, Taitung/Fongnian, Kinmen, Green Island, Lanyu, Hengchun, Matsu/Nangan, Matsu/Beigan airports and etc. to undertake the observation work of aeronautical meteorology and send the outcome in plain code and telegraph code to aeronautical personnel domestically and abroad for their disposal.

 Taipei Flight Information Center (FIC) with its three subordinate Flight Information Stations is responsible for providing flight information services in this region. An International NOTAM Office is collocated with the center and the three flight information stations locate at Taipei/Songshan, Taipei/Taoyuan Internatonal, and Kaohsiung International Airports.

(B) Aeronautical Mobile Service (AMS) Ground-Air Telecommunication
(C) Morse code of aeronautical telecommunication

headlineAir Traffic Control(4)
 Air Traffic Control means the 「Control of Air Traffic」and takes the advantage of radars and other auxiliary automation & information equipment to provide professional services for the safety, expedition and orderly flow of aircraft by means of Ground-Air Radio Communication in each phase of flight, such as take-off, landing and level flying. The service of Air Traffic Control in Taipei Flight Information Region is divided into:Aerodrome Control, Approach Control and Area Control.
1.
Aerodrome Control.
A planar territory in a circumference formed by a circle of 5 to 10 nautical miles radius centered at airport reference point is association with the airspace vertically above the defined territory at a height of below 3,000 feet. Aerodrome Control Tower is responsible for providing the air traffic control service for aircraft’s take-off, landing and taxiing. ANWS provides aerodrome control services through its control towers at:Taipei, Songshan, Kinmen, Beigan, Nangan, Kaohsiung, Magong, Hengchun, Fongnian, Lyudao, Lanyu, etc.

Approach Control.
The airspace within altitude ranging from 1,200 feet to 20,000 feet or 24,000 feet is defined as the controlled airspace. Approach Control is to provide the air traffic control service with respect to the aircraft’s altitude of departure and arrival and the radar separation through the tools of radios and radars, and the following Approach Controls will provide such kind of services: Taipei Approach, Taichung Approach, Kaohsiung Approach, Hualien Approach, Taitung Approach.

Area Control.
It is also called the En-route Control. In Taipei Flight Information Region, besides the airspaces controlled by respective Airport Control Tower and Approach Control, the rest of airspaces are classified as the airspace for en-route control.
 Taipei Area Control Center (TACC) is in charge of contacting the adjacent Area Control Centers in Hong Kong, Manila and Naha to exchange flight information, control the air traffic for aircrafts and provide the services including aircraft’s transit, check of arrival application and search & rescue. With the control services given from aerodrome control, approach control, and en-route control indirectly and continually, aircrafts can arrive their destinations smoothly.
For examples:
 When an aircraft is about to take off at Songshan Airport and fly to Kaohsiung Airport. For the first thing, the Songshan Tower will offer Aerodrome Control service and then control the air traffic till the Taipei Approach provides the approach control. Since the southbound airspace starting from Houlong is the area controlled by Taichung Approach, so Taichung Approach will take over the control by then. Also, the southbound airspace starting from Chiayi is the area controlled by Kaohsiung Approach, therefore, Kaohsiung Approach will take charge of the control by then. Finally, Kaohsiung Tower will guide the aircraft to land smoothly.
 For an international airliner to depart from Taiwan Taoyuan International Airport to fly abroad, first of all, Taipei Tower will guide the airliner to take off and then hand over the control to Taipei Approach. When the aircraft is about to reach the altitude of 20,000 feet, Taipei Area Control Center will take over by then and guide the aircraft to the border of Taipei Flight Information Region and let the Area Control Center of the neighboring countries (For instance, Fukuoka Japan, Hong Kong, Manila) take charge of the control from there.

Language : English is the major language and Mandarin is the auxiliary language.

Standard terminology : For the convenience of communication between the controller and the pilot and for the purpose of shortening the air-ground talking time, preventing the misunderstanding and achieving the objectives of Air Traffic Control service, both International Civil Aviation Organization (ICAO) and Federal Aviation Administration (FAA) in USA have published the standard terminologies for application.

The pilot and the controller mainly use the VHF and UHF radio to proceed the air-ground dialogue. The controller and the controller in neighboring area use the long-distance telephone private line for their planar dialogue, most of the telephone lines are arranged as HOTLINE.

 Technical & administrative departments are responsible for variety of administration services while respective department manipulates its computerized operation to provide administrative service at high quality.
lineAdministration Office
 Administration Office is in charge of an inextricable management service and plays a key role to the working efficiency and the business development of governmental organization. Its scope of management in accordance with the service characteristics of ANWS includes the following service works roughly:documental control, archive management, financial management, property management, articles management, vehicle management, office management (including environmental hygiene), dormitory management, safety management, meeting management, fellow worker management, construction management, land management, and other service works not belonged to any Unit.
lineAccounting Office
Accounting Office is responsible for the ANWS’s financial revenues and expenditures, management of financial property and accounting operations, etc.

For each item of ANWS’s expense, Accounting Office shall issue a payment voucher for cashier to proceed the payment. The cashier shall prepare a daily report of cash settlement according to the daily incomings & outgoings and submit the report to Accounting Office for checking with the cash account. Also, the cashier shall prepare Bank Reconciliation according to the monthly Bank Check Sheet and submit the Bank Reconciliation to Accounting Office for checking disposal.

Proceed the procurement of asset pursuant to general regulations. All materials have been arranged a basic inventory quantity, Logistics Branch shall notify Engineering Branch immediately to purchase and replenish the materials when shortage encountered, and then submit relevant documents to Accounting Office for account settlement.

As for the accounting operation, since the ANWS’s business is very multifarious and complicated that cannot be handled by traditional operating manner, so computerization is the inexorable trend. In order to collect, process, manage, control and output the information in time, precisely and effectively, the Accounting Office has been computerized since the fiscal year 1995. Online review and posting is available after making the payment vouchers from original voucher. The sortation and summarization of account and the preparation of financial statements are available online in computer.
linePersonnel Office
 Personnel Office is a staff unit to ANWS and takes the principle of doing the best personnel service as the first priority. It is expected to enhance the performance of organizational operation and vitalize the vigor of organizational operation through the provision of excellent quality in personnel service. Personnel affairs are numerous and complex. According to the laws & regulations for civil service personnel in government, the content of service contains the following items:planning of organization & system, personnel employment and transfer, qualification review, performance appraisement and reward & punishment, salary treatment, education and training, attendance management, retirement and relief, amusement and welfare, etc. In the future, Personnel Office will strive to achieve the objectives of 「Healthy Organization」, 「Promotion of Personnel Quality」, 「Enhancement of Personnel Service Quality」so that every member in this big family, ANWS, can perform self-encouragement, self-education, self-growth and self-contribution to create the 「flight safety」forever.
lineGovernment Ethic Office
 In order to cope with the social trend and the operational requirements of governmental organization, Government Ethic Office will establish a new look of government ethic oriented from 「Service」and provide the governmental organization with help to launch the 「Profit-making」administration. Government Ethic personnel are the staffs to the Director of governmental organization, they are to share the cares & worries and relieve the hard works for the Director, take care of the government ethic affairs pursuant to the laws, adhere to enthusiasm and devotion, have an attentive attitude and warm-heartedness, mediate the difficulties and disputes for colleagues, assist the Director to discover problem in time and solve problem duly, establish an excellently interactive relation with the Director and amongst the colleagues by putting the aggressive concept of 「Profit-making」and sincere attitude of 「Service」 into practice. On the other hand, colleagues in the governmental organization will support the government ethic job if they have correct perception about the government ethic affairs; so to speak, government ethic personnel are the guardian to the law and discipline of colleagues and governmental organizations.

 Logistics Branch is responsible for the equipment & material’s application of procurement, receipt, appropriation, transportation and storage. In order to let the budgets of equipment & materials be economically and effectively spent, demand for each item of equipment & materials has been assigned an appropriate inventory quantity and cost value to be used as the reference of application in the future. Computer will process all the appropriation operations of equipment & materials, and the desired information can be promptly accessed from computer.
